Training in full swing
The countdown to Election Day has begun in earnest and training for the final stretch is in full swing. A two-day training workshop at the Kabul Serena Hotel at the end of August brought together some 135 commissioners and key staff from the provinces and from ECC HQ for formal lectures, plenty of discussion – on occasion heated! – and informal networking. The topics ranged from procedures regarding reception, processing and adjudication of complaints through coordination with the IEC and other colleagues, security concerns, and public outreach, to the detection and investigation of suspected fraud and other irregularities. Training follows the cascade method, by which each PECC was represented at the course by a commissioner and two staff members, who have now returned to their provincial offices to train the rest of their staff in turn. To help the “lessons learned” stick, the training materials used are made available in bound format to all participants.
